We spend a lot of time talking to housing providers about resident portals an diagnostics and digital channels. And we hear the same story over and over: "We rolled out a portal and a diagnostics tool. Residents didn't use it. Now it sits in the corner."

The gap between launch and actual adoption is where most digital strategies die. It's not always a technology problem. It can be a challenge for the teams.

The Challenges We See (Honestly)

1. Launch expectations vs. resident reality

Providers often assume residents will flock to a portal the moment it goes live. They won't. Adoption is slower, messier, and more fragile than you think. You need a strategy for why residents should use it and that strategy has to stick.

2. Change management gets skipped

We see this constantly: the tech side is perfect, but staff aren't trained. Residents aren't engaged. There's no internal narrative about why this matters. So staff default back to the phone. Residents never even know the tools  exists.

3. The "build it and they'll come" myth

A portal that tries to do everything for everyone works for no one. The best digital strategies are focused. Pick one problem residents actually have, this can be repairs, payment, onboarding - and solve that first.

4. Not measuring what matters

Adoption rates matter. Channel shift matters. But so does why residents aren't using it. Are they confused? Can't find what they need? Don't know it exists? Most providers aren't digging into that data.

5. STAIRs and Awaab's Law Phase 2 add urgency (and complexity)

Compliance deadlines are coming fast. Digital self-service looks like the solution. But if your foundations aren't solid and if residents don't trust your portal, if staff don't know how to use it - rolling out self-service for diagnostics becomes another launch that underperforms.

What Actually Works

The housing providers getting adoption right share a few things in common:

  • They started with one clear use case (repairs, payments, onboarding)

  • They invested in change management: internal training, resident engagement, ongoing support

  • They focused on reducing friction, not adding features

  • They measured adoption by outcome, not just log-ins

  • They got real about what barriers stood in the way and then removed them
