Rethinking Repair Triage
Why consistent repair diagnostics and categorisation has become one of social housing's biggest operational challenges - and how it might be resolved.

Repair triage has traditionally been viewed as an operational process. A repair is reported, enough information is gathered to raise a job, and the appropriate trade is assigned.
However, the introduction of Awaab's Law, alongside increased regulatory scrutiny and a growing focus on resident safety, has elevated triage from an operational activity to a compliance-critical decision. And that is because the way a repair is categorised at first contact increasingly determines everything that follows.
If the initial diagnosis is wrong, every subsequent decision risks being wrong too. The repair may be assigned the wrong priority, key vulnerabilities may be overlooked, evidence may not be captured, and statutory timescales may already be slipping before a contractor has even been appointed.
The evidence emerging from the first months of Awaab's Law Phase 1 suggests this is where the sector's greatest challenge now lies. Housemark's early analysis found that once emergency hazards are correctly identified, providers are generally performing well against the statutory timescales. In fact, the median compliance rate for recorded emergency hazards stands at 96.3%.
The emphasis, however, is on once correctly identified.
Across Housemark's research, the Housing Ombudsman's maladministration findings and the Regulator of Social Housing's inspections, it is becoming clear that the weakest point in the compliance chain is not the response itself. It is the moment a resident first reports a problem.
That first interaction determines whether the issue is recognised as an emergency or significant hazard or simply a routine repair. A successful ‘next step’ decision hinges not only on the severity of the issue itself, but also on whether resident vulnerabilities are factored into the assessment, whether the right information is captured, and whether an accurate audit trail begins from the moment the compliance clock starts. For many providers, this part of the process also exposed their greatest weakness.
With the roll-out of Awaab’s Law Phase 2 nearly upon the industry - extending the legislation across thermal hazards, fire, electrical safety, structural risks, falls and hygiene - the number of possible repair scenarios increases significantly, while the statutory timescales remain fundamentally unchanged.
The challenge for providers is therefore not simply responding more quickly. It is making consistent decisions across a much broader range of hazards, regardless of who receives the repair report or how the resident chooses to report it. Creating that consistency will require updated guidance documents and additional staff training as much as a reliable back-end system that is able to ensure consistent, repeatable triaging - regardless of staff turnover.

As Phase 2 approaches, providers will rightly spend time reviewing policies, procedures and statutory guidance. Those preparations are essential. But the evidence from Phase 1 suggests that consistency at the point of triage deserves just as much attention.
